FGSS designed this project to be developed in multiple phases, anticipating the likelihood that this congregation would grow significantly over the years. The first phase included a Sanctuary seating 600 worshipers and Sunday School classrooms. This phase was completed in 1977 at a construction cost of $1,000,000. The second phase added 10,000 square feet of classroom and library space, parking and a covered passenger drop-off. The second phase was completed in 1981 at a construction cost of $1,200,000. The third phase, completed in 1988, added several more classrooms at a construction cost of $400,000.
